So, I realized a while back a lot of my supervillains are just regular-looking (to some extent) people with powers. I decided to change this a bit.
This is Rachel Collin. Yep, the woman from my last picture. She's 99% the same, really. She's the leader of the Fur-clad Femmes Fatales, she still wears that brown coat with the grey hat (but as a civilian now), she's still her. But now, she's also Madame Blue.
Madame Blue's powers are pretty simple. See that weird fur boa. Well, it's more like an oversized fur scarf, cause it's not shaped like a boa, but anyway. That... thing, is actually a weapon. She can use it as a slingshot and stuff like that. Also, thanks to Loretta's magic (follow this [link] if you don't know who Loretta is), the fur scarf thingy can stretch or shorten on demand. Also, the fur scarf smells just as aweful as her coat, so it can be used to knock out foes like a chloroform rag if need be.
This is Madame Blue's bio-template.

You'll see more of her in the future. And yes, her name was inspired by Styx' Suite Madame Blue. I think Styx are ok. But nothing more. Anyway, that's not the issue here.
An interesting villain, and I do dig that costume as an extra identity for Rachel. Sexy, but definitely still elegant. Is the mask meant to be eyeless? I really like that extra detail. Another winner, pal!
Here's a thought though, what if she, rather than being a villain with a chloroform-soaked boa amplified by Loretta's magic, had the power to control any form of decorative garment, ranging from lingerie to scarfs? Or, not to make her too overpowered, only her own personal belongings, each having gone though an unspecified process that makes her able to control them. Her boa for example could wrap around and constrict unsuspecting heroes. And for her own purposes, her powers could also be used to get dressed or undressed in a hurry. Just a little suggestion, but the idea of her making a whole collection of lingerie and high heels coming alive a la "The Sorceror's Apprentice" would make for quite a powerful, sexy, yet humorous villain. Just a suggestion!
Virtus Virtus paced back and forth across the main hall of the museum he was asked to guard during the regular night-shift's sick leave. He had been told that many female villains had their eyes set on the prized collections either to sell on the black market or to keep for themselves. And while his knowledge of these villains was a bit more... "intimate" than he wanted to admit, he was still confident that he could deal with them. Unfortunately for him, a new villain was the one that had set her sights on the museum this time...
I'm glad you like her The mask is only eyeless because I couldn't draw a real ball masque (with the eye holes) properly. I'll get it with enough practice, eventually
As for her powers, I have to say your proposition is interesting. I'm still wrestling with it, but you'll probably see what I decide soon enough
